Adding .dll to the global assembly cache

When trying to add a .dll to the GAC using either gacutil.exe or just
going through .net config manager i get an error
"you do not have rights to add assemblies to the assembly cache. please
contact your system administrator"
The thing is I am a local admin of this machine I have checked all
rights and permissioning and it would seem that i have every one
available.
this is for windows 2000 server running .net framework 1.1.

any help would be appreciated as I am going in circles.
