Ri bindings for interactive use from within Ruby.

Announcing IHelp 0.3.1 hot on the heels of 0.3.0.

Now with a quick-and-dirty HTML renderer and #help_html,
which returns a DIV-tag REXML:ocument containing
HTML-formatted help for the object.

Also a bug-fix for IHelp.help_description clashing with
IHelp#help_description when doing IHelp.help, renamed
the class method to generate_help_description.
