[ant] where should be tools.jar ?

Hello.
I have a problem with ant and tools.jar.
It said it expecting to find it in $JAVA_HOME\JRE\lib\
but I get it in $JAVA_HOME\lib
So where it has to be this (beeeeeeep) stuff ?

I use Ant 1.5.3, and the only tools.jar files I have are in $JAVA_HOME/lib.

If you copy and paste exactly what you're typing and the error message
you're getting, most likely someone can help. Also include the target that
isn't working from build.xml.

I'have copied tools.jar in JRE lib and it's ok. It's dirty I know
