Anybody know what 'Shiply' use as Back-end/System?

Anyone have any idea of some sort of Wordpress Plugin that is capable of running a similar "bidding" or sales system - I've got WooCommerce currently installed, and can operate as a regular eCommerce website, but I'm looking to run something where I can introduce "Vendors" or "Approved Sales Companies" who can advertise Services and communicate with a potential client whilst taking a percentage of the cost from the Client before the Sale is approved as "commission" to ourselves.

Any info or suggestions greatly appreciated!

I've had a brief look at some source codes but cannot find anything too obvious, although didn't spend overly long searching.
I suspect this is their own programmed/coding standalone system.
