We have an issue with the bug as described in the following article:

Could you provide me with the status of a fix, I need if possible when the
fix is likely to be released or if there is one at current. Each time we
reboot our server we have to follow the workaround again which is becoming a
considerable inconvenience since it appears to take up to 45 minutes for the
security policy modification to take effect (secedit /refreshpolicy
machine_policy /enforce) before the iisreset command works.
I would appreciate any information you have as to a fix as the date on the
article is August 13, 2003 surely there is a fix by now?! We are running
Windows 2000 Server SP4 and .NET Framework 1.1
