Can somebody give us an update
on the status of the new C++ 2003 standard?
Has it been approved, accepted, whatever?
Does it include any, many or all of the new C99 features?
When can we expect compliant C++ compilers?

Yes, it has. In 2003. That's why it's called 2003 Standard.
You can get yourself a copy from ANSI for $18 (PDF, download).

None whatsoever, IIRC.

Some are already compliant.

The changes are not that significant. The corrigendum is just
about 40 pages. Mostly it's wording, spelling, some library
things. Get a copy and see for yourself.

You are probably more interested in C++0x, which is currently
under consideration by the Committee. Check with comp.std.c++

What do you mean? Its status is that it is the new C++ 2003 standard.
Has it been approved, accepted, whatever?

Ever had a look at http://www.iso.org? You can't get any other version of
the C++ standard anymore.
Does it include any, many or all of the new C99 features?

No. It just contains a few minor corrections.
When can we expect compliant C++ compilers?

When can we expect world peace? ;-)

Yes.

No, it is a bug fixed version of the C++98.

We had it! Did you miss it? It was great! For five seconds last Thursday
night, from 1:03:27am (GMT) to 1:03:32, there was no fighting. Every armed
soldier either yawned, sneezed or was otherwise distracted for that period
of time. Then everything returned to normal, and the killing resumed. Just
as well...our economy depends upon continued production of weapons of war.
Nobody buys plowshares any more.
