Microsoft Visual Studio includes a command line C++ compiler.

Very good. There's no definitive test for that, so your mileage may vary.

I think, it is actively maintained.

I cannot say anything about the Standard compliance. They support
namespaces,
and RTTI I know.

I use the compiler many years for now and be happy, that it is free
