Can libxslt deal with XSLT 2.0?

Or what can I use else?

I don't think so, XSLT 2.0 is under development, and libxslt only
supports XSLT 1.0:

Saxon from <http://saxon.sourceforge.net/> implements the latest XSLT
2.0/XPath 2.0/XQuery 1.0 drafts.
