Cannot connect to LocalHost

Started Visual Studio Net -2003 and got the message that it cannot make a
connection to LocalHost

Rebooted IIS
IIS is running and can ping 127.0.0.1

but VSN still cannot connect to LocalHost

Both VSN 2002 and VSN 2003 are installed on an XP-pro box.

Help.

i m having the same problem but i m using tomcat (java project), i think the problem is somewhere in the computer not in the app server because i tried with jboss, wasce and various other apps but its still not working..,
