You've asked already (and I have replied).

This is Usenet, not a chat room, or an on-line BBS. That means it's
asynchronous, i.e. there'll likely be a (considerable) time lag between
you post something and it appearing on the servers. Note the plural as
well: Usenet is not a single server, but many different servers across
the world which periodically synchronise.

Yes, sure! One way would be:
drawcircle();

Also, if you're out of look, you could try
dowhatimean("draw -nofloat circle");
Note that the dowhatimean() function, though useful it may be, is not
included in every C distribution, so there is the possibility that your
compiler won't find it.
