CommandLineTools how to use it ????

Hello, i'm new in C++ and i've download CommandLineTools as my first
step. I'm wrily blind with this, but like to know it more deeper. I
have start my programming with VB's and looking for another language to
learn.
Can anyone help me how to use CommandLineTools ?
And how to compile the projects ?

Not without knowing the name of the compiler you are using the utilities
with. Even if we did, you are more likely to get help if you post on
newsgroups related to the compiler you are using (e.g.
comp.os.ms-windows.programmer.win32), or by consulting the documentation
that came with the compiler.
