./configure under c++ builder

Hello all!
I was wondering if there is a similar comand to the ./configure from gcc
under borland c++ builder. If not is it possible to install autoconf to work
with c++ builder?? How would this be done. I'm tring to find a way to
compile sendmail under win32 and can't find a gcc binnary for win32. Any
suggestions out there???
