creating Frames

Hi ,

I have a problem creating a Page with some Frames.
http://www.tauschmaus.de/new_outfit/index.html

Can anybody help me?
When I edit the Page with Frontpage it look ok.
But when I open it with IE6 2 Frames are exchanged
with each other.
