Culture Error

I have downloaded some code and incorporated this code into my program (not
much of a program...all of 3 lines..). When I compile and run, I get the
following

"Could not find any resources appropriate for the specified culture (or the
neutral culture) in the given assembly. Make sure "Menu.resources" was
correctly embedded or linked into assembly "RollOutMenu". baseName: Menu
locationInfo: skmMenu.Menu resource file name: Menu.resources assembly:
RollOutMenu, Version=2.2.1514.19600, Culture=neutral, PublicKeyToken=null"

How did I specify culture to begin with? How can I change the culture? Is
it EN:USA?
