Hi Peter,
DataView is not a UI so I don't think it can be dragged. If you mean drag
and drop rows of GridView you can refer to the following article:
http://www.codeproject.com/KB/webforms/DragAndDropGridView.aspx
Another option is to use ReorderList in the ASP.NET AJAX Toolkit. It has
drag&drop support:
http://www.asp.net/AJAX/AjaxControlToolkit/Samples/ReorderList/ReorderList.a
spx
http://www.asp.net/ajax/ajaxcontroltoolkit/
Please have a try and let me know if it's what you need. If none of the
above information helps please clarify your requirement.
Regards,
Allen Chen

Note: MSDN Managed Newsgroup support offering is for non-urgent issues
where an initial response from the community or a Microsoft Support
Engineer within 2 business day is acceptable. Please note that each follow
up response may take approximately 2 business days as the support
professional working with you may need further investigation to reach the
most efficient resolution. The offering is not appropriate for situations
that require urgent, real-time or phone-based interactions. Issues of this
nature are best handled working with a dedicated Microsoft Support Engineer
by contacting Microsoft Customer Support Services (CSS) at
