dynamic file download

I'm looking for a file download 'control' for use with Forms
Authentication and have run out of ideas on what to use. I'd the
control to be cross browser compatible.

I currently have an asp-based product that does what I need (reads the
file system), and I tried (using VS 2003) to convert to aspx but it
appears this could turn into alot of work.

Can anyone suggest some possible candidates that already exist, or
provide other insight? Does something like this even exist that works
in most browsers?
