Error Adding Web Reference

Iam trying to consume this webservice
http://ops.espacenet.com/OpenPatentServices/OpenPatentServices.wsdl
In my Add Web refernce dialog box when i input the above URL
I get this error

"The HTML document does not contain Web service discovery information."
However when I know this web service to be working
I tried consuming the web service from
http://soapclient.com/soaptest.html and it worked fine
I sincerely thank any pointers on this request

You could save the file locally and then use WSDL or VS.NET add reference.

I stored the wsdl file in my local server and it worked .
I don't know the reason behind it but it works!!!!
