failing signed Applets

Oracle said you are supposed to add
Application-Name: Holidays
Permissions: full-permissions

to signed applet jars. however, when I do that, they do not run. I
get a message saying something I could do is the Java Control Panel
settings would fix the problem. However, nothing I tried worked.
