failure to create new asp.net web application

ive been trying to create a new asp.net web application in visual studio 2003
but unfortunately i get this error message:

the web server reported the following error when attempting to create or
open the web project located at the following url:
'http://localhost/webapplication1'. 'a connection with the server could not
be established'.

can anybody help thanks

When you get the error
Try clicking on HELP..
And you would see how you can troubleshoot it.
