Hello,

I am creating a file with windows xp and I want to have write access to
it in unix.
How can I create/change the file to achieve that?

You don't need to do anything. Especially since you can't really do
anything, C++ has no mechanims for OS-specific file access rights
management.

See if boost::filesystem will do that. It's a candidate for inclusion
in the next standard.
