Firewalls and web service Q

Hey. Would a typical firewall block out ActiveX controls marked safe for
scripting? This relates to the web service behavior, which uses one of these
controls. Before .NET, there was remote scripting, which used a Java applet
which was often blocked.
Any info would be appreicated
