I like the line "designing accessible content requires designers and
developers to pay attention to the user experience".  Duh!  Actually,
that's the whole secret to programming successfully in general and
something Microsoft badly needs to properly learn.

M$oft _do_ pay attention to the user experience, it's what they're
best at.

As an example of a foul user experience as a result of it not being
anyone's particular problem to worry about it, take a look at recent
versions of KDE
