free tool for writing news (or something like)

I am looking for a free tool that can make something like this (without
forum), please :

A news, with format like :
<< title >>
========
<< contents >>
<< contents >>
<< some pictures >>
========

<< title 2 >>
========
<< contents >>
<< contents >>
<< some pictures >>

etc...

and writing the contents in an editor, and saving it on some database.
