Is there a function in any Library that could get the version number
information from the file properties on Windows (DLL, Exe).

What was the shortcoming of the module the module listed first when you
searched CPAN?

This is a serious question, as I have not tried the module myself.

don't konw for sure, but after looking once
to http://search.cpan.org
there is said to be a module named:
Win32::File::Ver (http://search.cpan.org/~alexeyt/Win32-File-Ver-0.04/)

Lets have a look what it does:
Win32::File::Ver - Read program version information on Win32

Hmmm, it could therefore be
something you hoped for,
who knows ;-)
