Is there a way to capture the ip and the function call from the Global.asax?

If you mean IP of the client request, then yes:

Request.UserHostAddress

As for the function call, you'd have to look at the SOAPAction header (IIRC,
that's the proper header name):

Request.Headers["SOAPAction"]
