Yes, it does. There are several toolkits that can be used to write

the two most popular GUI frameworks are tkinter, which comes with
Python, and the wxPython interface to wxWindows. A good GUI
development tool for wxPython is PythonCard.

I'll put in a plug for pygtk (the 2.3 branch, or 2.4 when it comes out).
