There is one known and proven technique: get a good book.
example:
C++ Primer (Lippman, Lajoie and Moo)

Go to www.accu.org and look at some book reviews.

Read, enjoy. Pick a subject that interests you for
more detail. Later in the thread you talk about
database. Look for "doing db with C++" books and
get one (or better two or three) with good reviews.

Pick a simple project and code it up.
