[help] Problem with getting Passport site ID

I create a application at https://www.netservicesmanager.com/, and submit my
''Agreement Association' request, then I receive the reply, saying 'Your
application with Site ID #65XXX (Preproduction) has been associated with a
Microsoft Services Agreement (ID: INT16XX). You can now submit your
application for compliance review'.

but when I click the link 'Submit Compliance' at
https://www.netservicesmanager.com/wizard/, it still take me to the page of
'Agreement Association Required'.

what should I do ?
