help-> xslt transformation to pdf (chinese characters changed to # characters)

I'm using xalan and xslt to transform an xml document into a pdf
document. When I transform xml that has chinese characters in it and
output to pdf the pdf file contains # characters every place there would
have been a chinese character.... any ideas whats going on?

This occurs on windows xp and on linux.

As a added note, this happens on chinese linux, and chinese windows.
