how about this?

a tool that will allow me to insert actual HTML code with in an
existing HTML page. i realized that using SSI will cause me more
grief than good. i have to archive my main page everyweek so that
means the associated HTML tables will need to be archived along with
them.
i have inherited a website and am trying to automate as much of the
weekly updating task as possible.
so again, the question is does a tool exist that will allow me to
insert HTML from one source into another. really sounds like a text
based editing tool.

Sounds like you should be converting it to a CMS.

yes, i have been looking for a good web content management system.
know of one?

I'm biased since I always use Joomla. I have heard many good things of
Typolight too.

Are you using a Mac? If so, have a look at BBEdit. It has a facility
that's more or less the same as SSI, but it works in the editor. You
write something like this:

    <!-- #bbinclude "footer.html" -->
    <!-- end bbinclude -->

When you "update" the page, BBEdit places the contents of footer.html
in between the comments.

A possibility for doing so might be using "Liberty Basic".
www.libertybasic.com

One person wrote a program for downloading and saving any website you want.
By using the HTML command, you can then encode html anywhere you want.
I used it for creating one site because it would make it easier to do
thousands of entries with a simple repeating program.

A very slim, nearly non-existent, extremely remote, one chance in a
thousand, fuggetabouddit possibility.

So is getting hit by lightning and winning the lottery.
