How can I learn

Hello,
I'm trying to boarland c++. How can I learn that header file contain
functions, like as winbase.h and TransmitCommChar(hComm, Key). What is
function parameters or what is return, what is function defults? I
couldn't find it in books and in compiler help.

You're probably reading wrong books or help files. Try Google.

Also, consider borland.public.cpp.* hierarchy of newsgroups for your
next compiler-specific inquiry and comp.os.ms-windows.* for the OS Q's.
