How ot solve 403 Access Forbidden error?

Hi, friends,

I got a "http/1.1.403 Access Forbidden" error when trying to open a
webservice solution from VS Studio.net. Help doc says to contact
Administrator. It does not help me a lot.

Any more informative suggestions? Thanks.
