How to abandon connection

The connections to IIS of XP is limited below 10.
When the 11th user want to connection to IIS, the system will refuse.
He must wait until one of the connections is disconnected.

I use the login controls of VS 2005. but I found that when a user press
logout,
the 11th user still can't login, it must until the timeout is reach.

How can I explicitly abandon the conneciton of IIS?
