how to force spreadsheet:parseexcel to parse data in local encoding?

Hi,
I'm using perl to parse data from my excel file, the problem is, that
the local characters (central european - cp1250) are parsed in
non-usable way (meaning µ-'>' ¹-'e' è-'~' ...) . I was looking on
the source from japan encoding format definition under ParseExcel,
anyway, i found no solution for me.
Thanks for any help.
(and please excuse my grammar faults, i'm not a native speaker:)
