How to localize a smart-client?

Hi!

I've made a windows application that I'm going to distribute as a
smart-client. When I start the application on a local computer the correct
language is displayed, for example swedish when running on a swedish os. But
when I run the app through Internet Explorer I get the default version
(which is english) even though I get a swedish IE and a swedish OS on my
computer.
How can I get the correct version of the application to start?
