HTML Anchor Tags in HTML Email Clients

i am coding an HTML email Newsletter. i am having issues w/ some
anchor tags not working.

after i send the HTML file to Outlook to email out it places a

<BASE href="file:///Users/Erin/Documents/Projects/newsletter.html">

tag.

this then destroys an same page anchors i have placed. as it looks for
a local file.

is there ANY way to anchor link on the same page in an email? (i.e.,
Back To Top functionality)

-any help with this?

Then don't use Outlook.
