Hyperlink with JavaScript

I have a datagrid with a hyperlink column.
The code is :

but it's not working.
I haven't a hyperlink with this code it's just a simple text.
I want to have the details of a row from a datagrid in a popup window with
another grid, not on another page.
How can I solve that ?

Turn on the SQL Browser service and make sure you have a protocol you can
connect to. By default, the developer edition and the Express edition only
ship with the native protocol (limited local only) and the browser off.
NOTE: The browser only has to be on if you are connecting from another
machine; ensuring there is a protocol is necessary for ASP.NET apps period.
