I tend to agree with most of the other responses you have received.
However it is your site, so if you still want to do this for whatever
reason, there is a method that usually will work. Name the mp3
something like "SomeSong.mp3delete" without the quotes. This will
usually force a download, as this is not a known extension. All you
have to do is tell the user to remove delete from the extension after
download, although this really should not be necessary for most
people. This should work for a wide variety of audio, video, and other
file types.
