IE Task Bar never reaches 100%

Has anyone had experience of using IFrames. I have an application that uses
a left hand nav bar with links that update the Iframe. However even though
the IFrame page loads ok the green (in XP) IE task bar in the bottom right
never gets to 100%. Is this a bug???
Anyone seen this.
Anyone from MS care to help
