Installing Win32all

I am trying to install Win32all, but the installer keeps giving an error at
the end:

could not load library PyWise32.dll, access denied

Does anyone know how I can get past this?

Have you tried rebooting first? Maybe a previous failed install
is still running in the background or has locked the file in
some other way.

Ctrl-Alt-Del might also show you something revealing (a still-active
"setup.exe" for example), but I wouldn't count on it.
