Does anyone know if there is a Perl API to JasperReports or if anyone
is working on something like this?

Or if not, is there a way I can use some generic method of calling Java
libraries from Perl to access the JasperReports API?

If you have any kind of experience using JasperReports with Perl, I'd
appreciate it if you can share that.
