Layout of custom control

Imagine a custom control that generates two labels, two textboxes and
a button.

I would like to achieve the following: depending on the size of the
custom control on a web page, the labels, textboxes and button should
resize and reposition themselves to fill up available width/height.

Can anyone point me in the right direction to get started?
