please suggest me some good book
to start out with c++. and some way to practice programming

Have you done any programming before?

For a free book you could try 'Thinking in C++'

To practice, download one of the several free C++ compilers available.
My choice would be Microsoft's Visual C++ Express
http://msdn.microsoft.com/vstudio/express/ but others are good too. And
start programming.

Accelerated C++ by Koenig and Moo is one of the books usually recommended.
