make dll

I am currently trying to limit the time to use a vb app. that I have made.
My intension is to use a dll file to limit the time. I want the app. to call
the dll file to check if the timelimit is reached. The problem is that i
don't know how to make a dll file that returns a date or a datestring
e.g.(22 of april 2004=38099) I have Visual Studio installed, so I will be
able to make the dll file vith c++, if somebody can tell med how.
