Yes I found this package:

I have also looked at GNU Octave 2.9.12 but there is no image processing
functionality like the one in matlab.

A very comprehensive and fast library for image processing and computer
vision is opencv: <http://opencvlibrary.sourceforge.net/>

Maybe a bit easier to use (and to get deployed) is CImg:
<http://cimg.sourceforge.net/>

For more graphical image processing without the fancy computer vision
stuff, try ImageMagick: <http://www.imagemagick.org/Magick++/>
