Need help on how to dive right into asp.net 3.5 express edition andcreate app

Hi,

I've dabbled in vb.net programming using vb.net 2005 a few years ago -
windows apps. I had since changed job but I'm being pulled back into
programming again. This time, I have to create a web app for users to
log their test scripts as they go into testing a new third-party
enterprise system. The system should allow them to select from known
values as well as to free form test script objectives, log test
results from iteration to iteration. I know it's very general but can
you give me pointer on how to start? I want to know if there are VWD
2008 starter kits that I can use right off the bat instead of creating
my own master page, css file, etc. Also, can I use the SQL Server
Express edition to develop and to deploy or do I need the full version
to deploy? I think i can create the database using SQL Server Express
Edition but the web server must have SQL Server install. Is that
correct? Please help.
