Netscape 4 layers problem

Hello

I'm using an iframe on this page:

http://www.fsb.org.uk/benefits/

to display the right hand half of the page. I have that working OK in
NN6+.
IE and Opera7, and I wanted to offer the same functionality to NN4
users. So
I used a layer. It works fine, with two problems.
1. The layer also appears at the bottom of the screen for some reason
2. The layer appears wider than it actually is and doesn't allow the
user to
click the buttons on the right had side of the screen.

Can anyone help with either of these?
