newbie question - Problems in installing rails

C:\>gem -v
0.9.2

C:\>gem install rails --include-dependencies
Bulk updating Gem source index for: http://gems.rubyforge.org
ERROR: While executing gem ... (OpenURI::HTTPError)
404 Not Found

I am getting the error above when trying to install rails. Any ideas.

Are you bebind a fire wall?
you may need to set the environment variable http_proxy to the proper
proxy server.
