Open with/Save File box?

Is it possible from a C++ application to trigger the box that pops up from
the below link:

http://people.virginia.edu/~cmg/slides/chapter_1.ppt

with a file stored on a local disk? Currently it should only work on windows
XP/Vista with either Firefox or iexplorer installed.

This question is better asked in a Windows programming group, and then with a
jpeg or png picture instead of a possibly viral PowerPoint thingy.

It's off topic here, except that the answer is surely "yes".
