OpenSSL broken?

Anyone find a solution to the above issue? I'm having the same problem
and I can't seem to figure out how to fix it.

I was able to fix the issue but doing a clean install of the latest One
Click Ruby Installer for Windows.

Note to self: Uninstall older versions before installing new versions
of the one click installer.
